Individual vs. ACA Marketplace Plans: The Difference

On-exchange vs. off-exchange individual health insurance can be confusing. Here's the difference, and why subsidies only work through the Marketplace.

The short answer

The terms get confusing, but here's the distinction: individual health insurance is any plan you buy on your own (not through an employer), and ACA Marketplace plans are the individual plans sold through the government exchange. You can also buy individual plans off-exchange, directly from an insurer. The plans can be similar, but there's one crucial difference — subsidies are only available on Marketplace (on-exchange) plans.

So if you qualify for a subsidy, you generally want to be on the Marketplace; if you don't, off-exchange is an option too.

On-exchange vs. off-exchange

On-exchange plans, bought through the Marketplace, are ACA-compliant and eligible for premium tax credits and cost-sharing reductions if your income qualifies. Off-exchange plans are also ACA-compliant individual plans (with the same essential benefits and protections) but bought directly from an insurer, without access to subsidies. Which to choose

If you qualify for a subsidy, buy on the Marketplace to get it. If your income is too high for a subsidy, an off-exchange plan may offer more choices from a given insurer, sometimes including plans not sold on the exchange, though the price is the same for identical on- and off-exchange plans.
